cannot install Adobe flash player as it always asks to install even after installation

Every time I went to a flash site using Internet Explorer Adobe flash player would ask to install the flash player ,I installed it then closed and restarted the browser.
Then went back to the site and same problem ,this time I installed it again and now completely restarted the whole computer only to find the same problem.
Of all the steps that Adobe offered to solve the problem from here:

The Adobe Flash Player uninstaller worked for me:

The other steps could work for someone else as every installation can be different.
